The work involves responsibility for managing the BOCES Educational Support Services Division’s programs and services, including the provision of quality clinical and educational programs and services in response to the needs of school districts, and the school-aged children and adult students served. Work is conducted in a “Team Leadership” environment with general supervision by the Assistant District Superintendent for Curriculum and Instruction along with input from the Director of Finance, Director of Human Resources, Director of Communications, School Attorney and other team members as assigned.
Provides leadership for strategic planning and direction in the development and implementation of high quality and comprehensive educational support services programs. Provides direct supervision and evaluation for educational support service programs and staff as assigned by the Assistant District Superintendent for Curriculum and Instruction.
Ensures the development and implementation of an ongoing process for assessing districts service needs and student achievement in accordance with all applicable laws, organizational rules, policies and regulations.
Ensures that an ongoing process for program evaluation, which is related to annual BOCES goals, is in place.
Develops and administers an annual budget for the division in conjunction with the Director of Finance, Assistant District Superintendent for Curriculum and Instruction, Program managers and staff along with other D.S. staff members as appropriate to ensure student and district needs are being met.
Oversees the process of personnel administration which includes recruitment, employment, supervision, evaluation, and staff development in accordance with applicable BOCES policies and procedures in conjunction with the Director of Human Resources and the human resources staff.
Sits on the APPR Committee at the direction of the Assistant District Superintendent for Curriculum and Instruction.
Supports the District Superintendent and Assistant District Superintendent for Curriculum and Instruction with the management of all statewide grants that involve curriculum.
Works with the Instructional Superintendents’ Advisory Committee under the guidance of the Assistant District Superintendent for Curriculum and Instruction.
Participates in relevant national, state, and regional associations.
Recommends the purchase of equipment and supplies under the guidance of the Finance director or his/her staff.
Performs other tasks as assigned by the Assistant District Superintendent for Curriculum and Instruction.
Thorough knowledge of Educational Support principles and methods;
Thorough knowledge of applicable education laws and regulations;
Good knowledge of educational budgeting methods and procedures;
Good knowledge of educational issues and trends;
Ability to supervise staff;
Ability to develop and administer a budget;
Ability to establish and maintain good relations with representatives of various groups such as school district leaders, state agencies, area educators and the general public;
Ability to write in a clear, concise and creative manner;
Physical condition commensurate with the demands of the position.
Graduation from a regionally accredited or New York State registered college or university with at least a Master’s Degree in Educational Administration, or related field. New York State School District Administrator (SDA) Certification required and five (5) to ten (10) years of progressively responsible administrative experience in a BOCES or district level position. Three (3) to five (5) years of teaching experience, or demonstrated knowledge of issues regarding teaching and learning. A strong knowledge of educational and social issues facing schools, including New York State teaching and common core Learning Standards a must. Highly knowledgeable about instructional excellence in an education setting, and a leader in instructional reform. District level experience is preferred but not required.
